If a seller doesn't send your requested item and you file a claim in the resolution center, and paypal credits your money back, THEN after the claim is closed, the seller decides to send your item, CAN THEY STILL CHARGE YOU FOR IT???

No Paypal can't take the funds from you.
But you have two options.
1 accept the package and repay the seller
2. refuse the package
