Why can I not dispute a transaction?

I have tried to dispute a transaction due to non delivery.  Paypal has stated they I can not open investigation for me to contact the seller whom I have to no avail. Why?

Hello TNKILGORE,

 

Were you able to open a dispute for the transaction through PayPal?  If so, were there details in the case showing why it closed?
