Paypal Refund Fee

Hi,
Is there a fee for giving out the refund on paypal after losing a dispute?
Paypal had my money on hold (665 dollars) and then I lost the dispute and this amount is refunded to the buyer. However, Paypal says my balance is insufficient and is now trying to charge me 20 dollars on top of the 665?
This is getting ridiculous and seriously **bleep** me off now. I was pretty patient before but now with Ebay/Paypal trying to charge me 80 dollar in fees for a bogus SNAD claim by the buyer who returns the item in a worse/used condition than the original.
If I don't win the appeal, this system is just seriously broken. There's zero protection from buyers who just file a claim every time they get an item and see if they can win the claim. If they do, they manage to use the item for a month as much as they want and then just return it for a refund. You can't even do this at a Wal-Mart...can't believe it is legal on Paypal.
EDIT:
The other thing that is confusing me is how to go about the appeal....this is another thing that **bleep** me off about PAYPAL, their own lack of information and contradicting information....after losing the refund I get this emal which says:
If you requested that the buyer return the item to you and it was not
received in it's original condition, you may appeal this decision. To file
an appeal, log in to your PayPal account, click the Resolution Center link,
and click the Appeal button next to the case.
Please understand that although we will carefully consider your appeal, we
cannot guarantee a reversal of the decision.
When I goto the resolution center, it lists zero open cases and after exploring around for 30 minutes, there is no APPEAL button. So I gave Paypal a call and they said you have to file appeals over the phone?? What am i supposed to go by when Paypal just gives me conflicting information??? I'm not sure if I can trust anything paypal says over the phone since I live in California and I can't legally record them without consent. I feel like if there is a conflict they will just backtrack later and say they didn't say it.

There's a $20 charge if you lose a chargeback - doesn't even begin to cover Paypal's costs.
The appeal link is usually in the email Paypal sends you with their decision, I think.
