Need help with refunding on Negative balance.

I have a negative balance of 25€ because funds are on hold to a buyer (I am seller).

I want to refund the guy but because Paypal holds my funds my account is negative 25€.

It says because of this the money cant come from my bank.

"Your money cannot be transferred from your bank account to cover this refund at this time. Please add money to your paypal account or add another payment method"

So it seems like I have to spend 25€ to get my balance to 0€.

Then ANOTHER 25€ to refund?

That's 50€ when I only owe the guy 25€!?!!

Where is the other 25€ coming from, or am I just making a mistake somewhere and it will only be 25€?

I don't trust Paypal or this buyer. So I'd like a question, and looking around no one else has ever gotten an answer here but I am going to try. Thanks!

Wow.. no one really helps at all in this forum do they. 99% of  threads go unanswered.

This is a serious issue. I need to know if I go ahead with the refund am I going to be charged twice?
