Issued partial refund, buyer still filed dispute, how to refund the rest?

The buyers package came back in the mail to me because it was refused by his place of business. It was shipped to his work address, the address he provided through paypal. The buyer asked for his money back, so I issued a partial refund (minus $9 for shipping and restocking fee) the buyer still filed a dispute. The dispute is now holding the full amount from my account. At this point $9 is not worth the headache this has been..how do I issue a refund only for the $9, not for an additional $39 (he should have already gotten $30 back from the original refund that I issued before his filed the dispute).
