For the first time I want to offer an Ebay Buyer a refund on his purchase. I see on the dispute resolution where it allows me to do that, but when does the merchandise get return shipped? before or after refund? What keeps him from keeping the payment AND the merchandise? Does he have to pay return shipping? Thanks for any help.
