How long must package be missing before ruling on INR claim?

The claim has been filed but now my question is how much longer will it be before PP makes the ruling?  It has been just over 3 weeks since the package has last been scanned.

PP made the ruling within minutes of calling in and refund was instant, CS agent was very pleasant and helpful.
