Buyers can trash DSR with bogus claims

The buyer asked for overnight shipping upgrade $22, paid the upgraded cost $20. Then opened a PayPal claim on the original order and said "I opened this to get your attention" and asked for a refund of the original $11 transaction because it should be included in the upgrade charge.
I can dispose of this easily by providing the tracking number, but to do that it has to escalate to a claim, which then gets counted against my account in eBay discounts based on open case percentage.
PayPal needs to set a team down and have them look for holes in the system logic like this.
eBay needs to stop offering unreasonable protections to buyers that they don't have on other venues.
