Buyer 'reverses' credit card charge, PayPal claims it can do nothing??

I sell a pair of hockey playoff tickets on eBay. Buyer pays $700 'buy it now" and pays with credit card. I send Ticketmaster tickets with bar codes to buyer's verified email address (i.e.. the one from which the payment was made) and buyer confirms receipt. The tickets were 'used" ... (i.e.. the Caps confirm entry to the game with the emailed and barcoded .pdfs)

After the game, the buyer gets credit card company to reverse charge. 

I open PayPal dispute but company says it can't force credit card company to reverse chargeback and debit my Paypal account,

So, suggestions ... small claims against buyer, against PayPal, against both. Anyone suffer similar

Thanks in advance for suggestions or pointers to previous similar cases

Not aginst Paypal,its nothing they can do .

 

I would try small claims court against buyer .
