so my account was perm limited for no reason and it says here u cant no longer use pay pal....... how do I restore my account back so I can use pay pal to receive or transfer money pls i really wanna restore my paypal acc

Paypal don't ban you for no reason, why would they? They want us to open and use paypal accounts as that is how they make their money.

So you have been banned and unfortunately permanent means exactly that.
