wrong item shipped to me. its a scam

I ordered a sliding table through this vendor. They shipped me a small toy pillow. I complaint about it. I send pictures to the vendor what I had received. They apologized for the mistake and asked me to send it back at my cost and then they will refund. I am not in agreement with paying for the shipment as the mistake was made on their part. I escalated the case to Paypal after a month they have closed the case because I received the shipment. Does paypal even look at the all email conversation between customer and the vendor. What should I do next. I have tried calling Paypal and now on hold for the last one hour.
Any suggestion????
