wowm.com and why is PayPal helping Thieves to continue with their fraud?

So I purchased a nive Outdoor X cell phone from wowm.com

This is a very cheap price for this phone but I searched the internet for this site and didn't find bad reviews about this site
Plus I saw there is a payment with PayaPal - so I thought to myself It must be an honest site or PayPay wouldn't have worked with it!
So I ordered. waited and waited.
Followed the tracking # until it got to my MailBox some 45-50 days from the order.
I open the envelop and presto - cheap earphones!!!
So I go and check the internet again for wowm.com and find quite a bunch of people having exactly the same case - order cell phone and got earphones!

So I say to myself - PayPal here you go. This is why I buy things with PayPal and not pay by credit card.
I open a dispute. I'm used to open disputes in AliExpress or eBay. You can write whatever you want, send pictures.
They do not even argue about anything and don't ask you to send stuff back if they find your dispute equitable.
In paypal - you can write descriptive text only when you open the dispute. no pictures.
I paid $39.99 so I asked for the money back
seller wanted to give me $30 back
I declined
so now I "won" $39.99 but PayPay want me to send back the package to the seller
WHHHHHAAATT?
I have been a victim of a scam, like many others I saw on the internet and probably numerous others that didn't publish their case.
This site has a massive advertising on Facebook, gets your money, sending you something else and keeping the merchang on purpose a long time in china so you would get the item after a long time.
And after all that - PayPay wants me to bother myself to the post office, pay for sending the package back to china?
Will I even get the return mailing fee back?
Why should I be forced to go to the post office to send something to someone who cheated me and many others?
what does the scam seller loses here? the mail from china is subsidized by the chinese government.
In all my many years of buying from Aliexpress and eBay(from china) I have never been forced to send back merchandise. certainly not to someone who scammed me...
So why are they doing this? Where is PayPal I trusted? Where is the insurance here if I need to go working for someone who cheats me?
Should I agree for only $30, letting those thieves to earn $10 for earphones I didn't order and they probably bought them for $1?
If I agree to that - will they not force me to send the package back?
If I do send back - will I get the shipment fee back?
I'm very disappointed from PayPal here. I feel there is no-one to talk to.
And the only two buttons they left me with after I "won" are 'Upload Tracking Information' or 'Cancel'...

It's shameful how paypal is treating its customers. When see the two options, I decided to send the phones to China, so I lost 5 € and the thief received the eadphones to deceive somebody else and as if that were not enough I will only be reassured if the thief picks up the order. CONGRATULATIONS PAYPAL, at the end of this case resolved goodbye account and never again, it seems that there are here thieves working with thieves.

You stand a better chance if you call PayPal Resolution Center! At least then you can give more information. I am going through something similar and can't promise any outcome but we're easy to dispose of when we're just a "written entry". Good luck. It seems the thieves might be outsmarting PP. Don't give up.
