Hey there, My paypal account was limited for 180 days, and I waited for all this time, and now I recieved a message from paypal how to withdraw my money.

I created an account in my local bank, and today I recieved my visa card, and I want to link it with my paypal account but there's an error says : We can't complete this now. Please can you help me to withdraw all my money in this paypal account to my visa card.
