why does paypal **bleep** it's customers?

I ordered an online web service. Their results were awful but since it was a monthly service I figured I would not renew. Then their service went down for several weeks and obviously I could not cancel. Paypal issued a credit for that month since their website was down (took several weeks which is typical for paypal). So when the service was restored they hit my credit card for the renewal. I contacted the company and Paypal within an hour of the charge being made and they denied it since it was a scheduled payment. Kinda hard to cancel a service when the website is down! These people should be forced out of business. I know that they will steal my money but I will file charges with the local police and fry their **bleep** online and never use them again.
