what do I do? (PayPal is asking me for what I cannot provide)

Hello, so recently I bought something online and I received a different item. Opened up a dispute on the website, everything went pretty fast, seller asked me to provide him exactly what is wrong with the item (where he might compensate for it), then I was asked to return the item for a refund (PayPal told me that). Everything was cool, I return the item back, tracking shows delivered on 15th of April. No response from PayPal for 2 days. Then I contact them on email using topic "disputes", I only get a auto-reply saying that I should call them. I call them using tool free number, a robot answers who cant help with anything. Then I send an email using different topic (something with account) explaining them, that its been over 2 days when the item I was supposed to return was delivered and I'm yet to be contacted by PayPal, then I get a response "you have to file a police report and upload a pic of it" - I'm like, okay?

I go to a police station (now I don't want to tell the full conversation w/ me and police) and basically they cannot open a report because I have already returned the item. I write email to PayPal in which I wrote everything the cop told me. I get a response after 5 hours "please upload police report". What the hell do I do?

Police report? No, that is not correct.  Do not email. You need to speak with a dispute specialist to review your case, tell them you returned item and the tracking says delivered and that you need to upload the tracking number and escalate the claim for PayPal to review it to process the refund.

 

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

 

Say "Live Agent" to the automated recording.

 

If you're in the US, call early, during business hours, west coast time to try to get a US rep.

the problem is, is that I'm not from uk or usa, international calls cost me a lot of money. And as I said, I found a tool free number, but it's a robot on the phone. Any options besides that or how to call them for free? worst case scenario, will have to pop 20euro into my sim card.
