way i should trust PayPal ??

i pay Casio watches from seller  in eBay cost me 350$
the seller send for me fake watches from Hong Kong  ?? cost 12$ as wrote in shipping label

any way i open case in papal and they inform me that after 10 days they will return my money if the seller not responding 
after 12 days they send for me that they will wait 12 days more waiting the seller to responding ?????

I know they will not do anything , they give the sharper time to move ???
