watch out for seller ad

The funny thing is when i won the item 2.77 , the seller add 3.99 for shipping . but i can buy straight only 3.49 free shipping on ebay

when i refuse to pay and contact seller for reason i will not pay . but for months the ebay keep post on my account that i am not paying

for what i won . i wonder what people working for ebay , they should see the problem right away and check out the seller , they don't

have right to do this
