vendor wont comunicate with me unless i close my case

i purchased a motherboard cpu kit from wish which when it arrived it ha no brand name and no instructions  so i contacted them in which the were unable to get manual or provide brand name  and offered me 30 percent refund which does not help me to  access drivers  so system will run . Vendor will no longer communicate with me unless i close my pay pal claim .Should i close my case ? will i be able to reopen if i cant get refund?
