used guest checkout and want a refund for item not received

so i bought something off depop, used guestcheckout instead of my account but used the same email. i have the transaction id and everything, usps tracking shows it hasnt been shipped. i waited over two weeks just in case and when i kept confronting the seller she just blocked me. i want to file a dispute but it wont show up on my account since i obv used guest checkout. i emailed paypal and havent gotten a response, their message system wont work and neither does calling them since apparently no ones working to answer the phone. im just super frustrated right now and feel like im running in circles

I apologize but guest checkout does not come with PayPal Purchase Protection. For reference, please review PayPal’s Purchase Protection Program. However, you may want to consider contacting your bank/card issuer for them to discuss possible options available.
