updating proof of address

Hi

I updated a utility bill as my proof of address. I was told I need to upload a more recent bill as the one I submitted was over a year ago. I am now trying to upload a more recent document but cannot see how to do it. It tells me I have limitations on my account but when I click on it, it does not give me the option to upload a new document.
