title says it all. I tried to access the account to disable it, but when I do I get the following message "Sorry, something went wrong on our end. Please try again." the account is now in Mandarin Chinese.
I understand why that would be concerning if someone created an account with your email. I'd recommend reaching out to our social media team via Twitter or Facebook. We can have you communicate via email to request to close the account as long as the account isn't limited for anything.
