unable to refund any customers and certainly unable

I had a contractor pay me 5 days ago for Concrete contract I have with my customer. I have spent 19 hrs on hold in 5 days and Im out of patience. I'm unable to refund my customer . my account and all funds are frozen, PayPal says its restricted but that would mean I can use a portion of the cleared credit card funds in my account t. this has been sent to the Illinois Attorney Generals office and if not resolved before midnight tonight I will have no choice to agree to a class action lawsuit for my missing funds as well as all the damages to my Commercial Concrete Company as well as my 2 employees who I cannot pay without funds.
