support not responding to proof of address.

basically they asked for proof of address, which i submitted. it says we will contact you within few business days. but they haven't done it in over 2 weeks now. for some reason the only way to contact support in netherlands is "messagecenter" where we basically talk to a paypal-bot with a customer support answering every day or two. and since they are different department all the support said so far is "try uploading proof here" which i also did. "they will respond in 3-5 business days" and "its a different department hope it gets solved soon" so i am kinda stuck with my proof not being looked at by one department and their support (the only way to contact them )not able to help me with it. i am from netherland i consulted a friend of mine who lives in germany their support has 4 options including calling them. any tips or suggestions how i can get my money back?
