stallen my money

I was subjected to a steal from someone through Paypal and he stole 200 dollars from me, where he said he would add me to one of his premium accounts in Snapchat and he said i need to pay first. When I sent money to him they blocked me from the application and stallen the money , he made a ban for me and when I contacted the Dispute Resolution Center they did not retrieve the money for me Thank you
