i purchase a dog bed- and received well id describe as a hat...or a cushion cover...raised a resolution- and won will get my cash back but I AM TO PAY RETURN COSTS??????
and to top that the return address is in chinese??
how can i get this cost back from supplier? for this has really put me off using paypal- id get that lot back direct if it were my credit card or my bank
and how can i get the adress in english

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....
Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.
Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
Ask customer services for an English version of the address....
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
