seller wont issue a refund

My son purchased a pair of trainers on Depop on 15th May 2019. Through a conversation with the seller he checked the size of the trainers only to find out they were actually a size 13 and not a 10. The trainers were advertised on Depop in the size 10 category. My son cancelled the order immediately and contacted the seller who said he did not know how to issue a refund and that we had to do it ?? We never received the trainers. I then opened a dispute in the resolution center and only to find it has now been closed 'not in our favour'. My son has the conversation recorded on Depop between himself and the seller and I have the credit card statement proving the money had been deducted.
Any advice please ?

how did you pay ie which paypal option?
how did you fund the payment?
which dispute did you open?
