seller on eBay with no response

I ordered an item on eBay. I never had an issue with any sellers when I use eBay. I noticed something wasn't right. It has been two weeks the seller hasn't shipped out the item. I contacted them many times. Then I decided I wanted a refund, money back. Still no word on this seller. So instead of filing a claim on eBay, I decided to file a claim from PayPal. Since this was my first time filing a claim, I accidentally hit the wrong case. They closed it. I tried filing another claim on the correct one, but the computer wouldn't allow me to. 

 

I'm still trying to get my money back, but some reason, PayPal is allowing me to file the correct way. I even tried to file a claim until eBay, but it's saying I already have a case under PayPal. So I don't know what to do in this situation.
