seller has not provided goods


Last autumn I used PayPal to buy several tickets for an online raffle held on a social media site.  Despite winning a prize in the raffle, the seller has provided a series of excuses in recent months as to why they have not been able to provide the prize, which was a poster.  I now believe they had no intention of providing the poster in the first place.  They have not responded to my last enquiry of them regarding an update.  I feel aggreived that I paid money for raffle tickets and received nothing in return.  Can I complain to PayPal or ask them to raise it with the seller of the poster?
