I purchased an item and when it turned up it was in no way anything like the item described, I tried contacting the seller no joy, raised a dispute with Paypal that dragged on and on.  Eventually I received an offer of a refund provided I returned the item to singapore and paid the return costs.  I would have to do this with tracking as obviously they would say never received.  tried contacting paypal again, IMPOSSIBLE no link, computerise LIVE CHAT waited from 9am to 8pm until a response was made.  I have been scammed by the supplier which is being supported by Paypal. What is my next move?

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

If you buy from a business in the UK then you can normally recover those return costs via the small claims court although most UK businesses would reimburse you anyway. (BUT if you choose to buy from a private or international seller you may not have that option).

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

My opened a Case ID: PP-D-67130181, my returning shipping label is CJ179127975US, but "The outcome of the case was not in your favor."!!!

Even before discuss with seller, the seller wants refund me $40 portion. How PayPal made a decision to let seller got my $125 and got item already returned and arrived!

I have called and conversation with manager. I follow her request to send message to Service Center with attachments. But till today, still didn't get any any responding yet.
