ridiculous that pay pal keeps believing scammer to get out of paying money back.

these scammers keep using amazon tracking numbers and it's so easy to close a case and not listen to people and then the scammer comes along and does the exact same. If they would actually look into things they would know that a tool kit hardly gits in a mailbox and weighs 12 ounces. I have informed delivery that tells me every single package that is coming and the tracking number is NOT on there at all. these scammers keep getting away with this crap because paypal just believes felons versus paying customers. Absolutely ridiculous.

Not a case of believing them as disputes for non receipt are mostly automated.

Paypal can't possibly check manually every tracking number for every dispute raised in over 200 countries, they are mostly a payment processor and give you 'some' buyer protection.

 

So if you have been turned down because of fake tracking then contact customer services and appeal it citing fake number.

If they want more proof OR the tracking isn't fake and shows delivery elsewhere then........

 

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
