resolution center is not resolving the issue

What can I do to get PayPal to return MY MONEY THAT SOME CHINESE COMPANY STOLE FROM ME.  PAYPAL KEEPS EXTENDING THE RESOLUTION DATE FURTHER AND FURTHER  The original date was July, the 22nd,  Then, Aug, the 5th.  Then they extended it to the 20th and now it's the 30th.  PayPal is jacking me around and I'm tired of it.  I want my money returned.  The tracking number is fake.

I joined the community to see if anyone else was having this problem also. I'm having a problem trying to get my refund for product i didn't recieve.
