Hello, I need help since I bought an item on eBay for the value of 150 dollars, I had to receive it on August 12 to date I do not receive my article I understand that due to covid the packages are delayed but I already waited long enough, I went To paypal to open a case with the seller, I sent my testimony to paypal of what happened and the seller has not shown up yet, my question is ... will he keep my money or will they give me a refund?
