i am receiving return payments from a ebay seller to have a machine repaired that they shipped broken how can i be sure that once i close the case the seller cant try to reverse this refund and also why is paypal charging me to receive a refund ?

Paypal does not charge you to receive a refund.
If you are being charged then the seller has 'sent' a payment and has NOT issued a refund.
By 'sending' a payment using the goods / services option if that is what he has done then you risk him filing a dispute saying you have not shipped his item, if however he used the friends / family option you should be safe unless he does a chargeback.
If the seller had issued a refund then the case would have closed automatically.
Advice is voluntary.
