refund asked for item still in transit

i sold a laptop for about 1200$ , it's still in customs because of COVID-19 and there aren't enough flights for Bolivia, his country. He asked for a refund by saying that he didn't receive any tracking info but I always gave him the best support, quick response, explanation why that was happening and the tracking number 1/2 days after his purchase. paypal obviously as always without consideration gave him the refund, I've said this to a Paypal customer support by phone and he told me that paypal will give me back my money in max 3 days on my card, still can't see my money after 4 days. What should I do?
P.S. the refund process with the shipping company is going on however until that moment I can't give him back his money because if he will eventually receive the item he will get the laptop for free.
