refund after sending back item

we bought from Shixi netw tech, they send a complete different item. no correspondation possible. Once opened at paypall, the replied. asking to stop the complaint. Again no conversation. finally, through paypall complaint they agree to send the money after we send the item. Item costs 39,96 dollar, re send costs 65 euro. Sending to a firm that does not speak directly to us, cost more then we (possibly) may get? 
Why don't they send a 'pick up' transporter on their costs? Even then, we would give back without assurance to get anything.
Internet shiows many 'mistakes' by this firm and poor solutions, why does Paypall and also Facebook continue to work with them? 
Client service paypall, due to covid, is not availible.
