refund - after closed case

I ordered an online course from a real estate school. They did not provide said classes. I started a refund case with paypal.

After speaking to the school they said they would send me a refund. So I closed my case against them (i as trying to be nice becauase I used to teach there) as it turns out - they never sent me my refund.

Now paypal wont re-open my case.

any advice is appreciated.

Shame on PayPal. They are the scammers as well. We use them to protect our payment. Right?
