refud for wrong item sent

I am trying to repond to a message on resolution centre but it is not letting me how can I do it

Please ensure you are accessing the PayPal account from a desktop/browser when responding to a message in the Resolution Centre. The app/mobile version does not have the full capability to view and respond in the Resolution Centre.
