Greeting,
I have a problem with the payment in PayPal because you are taking action against my account.
I want to send you all the information about my business but I don't know where I send you the information (carte national, passport...)
this account of PayPal just for payment of service of facebook
please can you open my account because I have problems I want payment of the service of facebook

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
