"Your account access is temporarily limited". Called them and did not respond

Hi there Paypal. I'm a freelancer from the Philippines looking to get paid. My account got limited and all I did was send an invoice to a client (sine Paypal won't allow my client to send payments so I decided to send an invoice)

 

I submitted a proper document including my address. I decided to call Paypal but they did not answer. They let me wait 30+ minutes and didn't get a chance to talk to customer support. Unfortunately, the only thing I got from the call is the commercials that I don't even care about (wasted my time and money for the call)

 

Is there any way to get proper customer support? I also believe you shouldn't let your customers wait for a long time (international calls overseas is not cheap!)
