"You can no longer use PayPal." for the second time...

At what point is PayPal liable? This is getting ridiculous. This is the SECOND TIME that I've had my account limited, for no apparent reason this time. The first time was due to an account that I had opened as a minor, and went on a spending spree buying Xbox games and digital memberships. Once I paid off that owing balance on the old account, it was closed and my new account (current account) was restored. That was all said and done months ago.

 

I use PayPal primarily for letting my father send me money for babysitting. Occasionally shopping.

From start to finish, my activity on my account includes the purchase of a projector lamp from myprojectorlamps.ca (Boon Trading Company), a refund for the express shipping that I paid for due to the projector lamp being on back order at the time I paid. Really cool company by the way. They gave me free shipping because of the wait. 2 payments from my father, me withdrawing it to my bank account (oh yeah, my account is fully verified), and 2 more payments from my father.

That's it. That's literally ALL of my account activity since opening my PayPal account. I'm relatively new to PayPal, if you don't count my activities as a minor.

So my question is, why is my account limited?

The limitation message doesn't shed any light on the matter. At all.

And quite frankly, neither does the response I got from the Account Review Department.

Here's my next question... What fraudulent activity? Who made this FINAL decision? On what grounds? You can't even tell me why my account is closed and you're withholding my money.

There is no fraudulent activity in my account. I haven't been notified of any new logins. There have been no unusual payments made. So what the hell are you talking about.

Literally the only thing I'm doing differently is using a VPN. I've been logging in using ProtonVPN for the past week. It came with my email, so why not use it?

Is that tripping some kind of security measure?

I don't understand. I spoke to multiple reps on the phone. They said that a VPN shouldn't flag my account for limitation. It might just cause problems with sending payments over X amount. I might need to log in from my usual IP to do that. But I haven't tried sending money to anyone, for any reason. I've been waiting for the weekend to end so that I can withdraw my $193 to take my damn cat to the vet.

At what point is PayPal liable? They're refusing to release the funds or open my account. If I can't get my cat her pills (she's anemic, severely and it's an ongoing issue for a couple of months now) and she gets even more sick, or worse, BECAUSE PAYPAL WON'T GIVE ME MY MONEY AND "CAN'T" GIVE ME A **bleep**ING REASON, then I want your lawyer's names.


I might not be able to afford a lawyer, and you can laugh me off all you want. But if my cat dies, I'll find a lawyer to take the case pro bono. Don't kid yourself.

I'm going to lose my mind... the "specialist" department that customer service told me to contact just told me contact customer service. Can PayPal please get their **bleep** together...
