I am being asked to "Provide purchase receipt from your supplier". I am a photographer and clients are paying retainers and for services before they're completed. How do I resolve this so I can withdraw my money?
You need to contact customer services to resolve any account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
