I understand that I can’t use the money until I either choose to keep it in my paypal or bank. What if I wanted to keep it in that state for an extended period of time? Is there some kind of time limit for how long it can be like that or is there a way the money sender can reclaim the money while it is in that state?

You have up to 30 days to 'claim' it and if not its returned to the sender.
