I have the same problem, today pay pal just sent me email if I can't longer to do business with them anymore but I don't know why. I need help too :'(

I'm sorry to hear about the permanent limitations. If the review team has determined that the limitation cannot be resolved, a permanent limitation would be the result. Any information that can be supplied regarding the decision is included in the communication sent out at that time.
