paypal resolution to a fake merchandise

So i don't see a way to talk to Paypal (except through here) or to further dispute. A seller was caught selling a fake merchandise as real (scam).
I demanded full refund, vendor offered 50%. I refused and I guess next step is i have to ship the fake stuff back for the seller to scam someone else? On top of that it will cost me 30% of the cost of the item to ship back + time and risk of stepping into an international shipping place.
How is that right paypal? You should not be supporting sellers who try to scam people with fake merchandise. I see other posts with similar topics.

PayPal was not there when seller shipped and not there when buyer received. It’s cut straight down the middle. No one gets over on another. Seller loses sale, have to accept return and refund buyer. Buyer has to return and get a refund. Do research on the site/merchant before buying for any scam reports. If PayPal dispute is not suitable for your needs then you may instead dispute through your card issuer as their terms may be broader than PayPal’s. Limitations apply to the buyer protection, it is not a guarantee or warranty.
