Hi there I am here to ask that I got scammed by a person on Instagram for shoes he said he will give me shoes for £100 and once I paid him he blocked me so can I have a refund, please.

Depends how you paid. As long as you did NOT use friends/family option then you would have buyer protection and can open a dispute as per link.
