paypal made a wrong resolution

Item I bought was received 17th june but was a gross misreprensation. I lodged a claim with Paypal. seller advised that if I returned the item I would receive a full refund. the item was returned and delivery by Canada post attempted delivery 20th july at 10.18am. Canada post advised that item was ready to be collecled. Paypal refused refund because seller had advised that I had received the item.
