paypal limit 180day after receiver money

my account get limit when i get money 2400$ and sending to someone .

paypal auto limit my account .

and refund back money from receiver to my account for hold 180days

i dont understand 

before me get money my account its fine.

and when i get money my account get limit and hold money for 180days

this is really not fair policy 

paypal company hold money without reason

@hold for 180days after receiver money 2400$
