paypal helping the bad people to scam users

Hello paypal, on March 12, 2019. Gue <removed> say to me, ask me do i want to buy him paypal usd. i said yes and then he sent to me 287 usd with 2 payment:

after that, i sent vietnam dong to him. total 6,380,000 VND to him.

then, he opened a complaint to get back the money he sold me. that case:
PP-007-881-223-763 and PP-007-881-223-805

paypal requires me to provide proof. I sent full. but today today 3/19/2019. he win, he get back money. I lost the amount of 287usd in paypal and the amount of VND I transferred to him was 6,380,000VND

I can not understand, where is paypal based to refund him? while i have provided full evidence i have. If he used that way to continue to deceive others, would PayPal continue to help him get the money back?

Is paypal just a machine without humanity? just know how to work and don't know how to distinguish right and wrong? Ready to help bad guys to scam other people or paypal has to share money with him after he scam everybody?

Hello paypal, i want to said that Gue <removed> want scam my money i haved sent to him for 287USD he sent to me.

First, on facebook, he ask me do i want to have collect 290usd paypal from him for 6380000VND, so, i agree.

Then, he sent to me 190$ first payment.

After that, he sent to me 97$ for second payment, he lost me 3$ (first 290$ but 2 payment only 287usd.

He said he haved received my money i have sent to him.

I said he lost my 3$, only total 287$, first he say sent to me 290$. I said he can sent me after

After he send paypal to me and received my money i haved sent to him, he open a "unauthorized access" claim that case PP-007-881-223-763 and PP-007-881-223-805 to want paypal help him retake 287usd he sent to me. He want scam my money 6,380,000VNĐ i haved sent to him.

I hope paypal to regain fairness for me, I don't know how many people like me were scam by him.
