paypal changing their mind after dispute decision made?

i won a dispute against a seller, paypal emailed me and said "your eligible for a XXX refund one you return the items associated with this transaction before December 8th"
the package was delivered and signed for on the 3rd with no complaints
I then get another email 2 days ago saying "please send us more documentation and any other relevant information to support your case within 3 days. without sufficient information, we may not be able to resolve this dispute in your favor"
I'm confused by this contradicting statement, first I'm eligible for a refund if i returns the goods, now i need to provide more information before I'm eligible for a refund?

You need to provide paypal with the tracking number that proves delivery of the item back to the seller before they can refund you.
