paypal account is locked

My paypal account is permanently locked, but today I have received paypal mail informing me with the following content:

Congratulations! You are now an established seller

Dear PHAN HOA,

We’re happy to let you know that you've fulfilled the criteria to be an established seller with us. As long as you maintain your current selling performance, payments you receive from today onwards will usually be instantly available to you, and funds currently in your pending balance should be available within 21 days from the transaction date.

• Process and ship orders promptly and use shipping services that provide online tracking and delivery confirmation.
• Provide tracking information in the Transaction Details page so your customers know when to expect their orders.
• Communicate early and often with your customers.

  So is my paypal account open again and can I continue to use it?

Sounds as if the left hand does not know what the right hand is doing.

Your best bet is to actually email customer services and ask...............

Click help / contact bottom left of Paypal pages for options available for your country.
